Am I mistaken in recalling that the USSR was eligible for lend lease aid even before Operation Barbarossa (let alone before Pearl Harbor)?

My understanding is they signed the first Lend-Lease agreement with the USSR in October, 1941, after Barbarossa started.

MARCH 11, 1941 - the, ''Act to Promote the Defense of the United States'' (colloquially, ''LEND LEASE'') was passed by the United States Congress - affording a carte blanche to the NEW DEALER govt to wage war by proxy against the German Reich and ANY country declared to be part of the ''Axis'' conspiracy against peace.

Immediately, MASSIVE military aid and subsidies were transferred to the UK, CHINA, and the self-declared ''Government-in-Exile'' of France - BILLIONS in military aid, subsidies, industry, and technology began flooding into the USSR in OCTOBER, 1941.
